Any user, even with READ-ONLY access to everything, has the ability to 
start/stop/DELETE ANY virtual system using the command line interface.

DESCRIPTION:

Any user, even with READ-ONLY access to everything, has the ability to 
start/stop/DELETE ANY virtual system by using the following CLI command:

deployer.virtualsystems[INST].delete(ignoreErrors=False,deleteRecord=True)

where INST is the array index of the virtual system.

Note: This issue occurs only in the CLI, and not in the GUI.

The vulnerability will be fixed in the following version of SmartCloud 
Provisioning:

SmartCloud Provisioning 2.1 FP3 IF0001

The remediation will be contained in an interim fix to be issued for 
SmartCloud Provisioning 2.1 FP3. The fix will be available from the IBM 
FixCentral web site at
